Milton Mueller's research and teaching explores the political economy of communication and information. Since 1996 he has focused on Internet governance and Internet freedom. His new book Networks and States: The global politics of Internet governance (MIT Press, 2010) provides a comprehensive overview of the political and economic drivers of a new global politics. His prior book Ruling the Root: Internet Governance and the Taming of Cyberspace (MIT Press, 2002) was an acclaimed scholarly account of the creation of a global governance regime, ICANN, to manage the domain name system.

Mueller uses the theoretical tools of property rights analysis and institutional economics, employing both historical and quantitative social science methods.
